PR1 - Detailed analysis of the labour market, identification of telework and field opportunities

This project result will be developed to provide a solid knowledge base for the methodology and resources to be designed by the partners in order to facilitate the adaptation of the management and employees of small and medium companies to telework. It represents the main source of customization of the education and training programme and of the learning resources. In order to assure an authentic impact of the project results, being included in the organizational culture of the SMEs, it is mandatory to evaluate and analyze the individual needs of SMEs structures, on different levels:

- Financial management;

- Secretarial work;

- Purchasing;

- Human resources;

- Organization management and leadership.

Remote work needs to be supported by tailored education and training materials that will build the key skills and competences in SMEs leaders and back-office employees. Focusing on the previous mentioned fields, the analysis will provide an important input for highly oriented solutions and realistic responsiveness of the training programme. Thus, the partners will conduct, at national level, a data collection analysis using easily accessible tools so as to cover a wide range of stakeholders at the level of the target group. The data collection analysis targets a number of 50 participants in each partner country. The data collection analysis tools are: application of questionnaires (40 participants, employees in small and medium enterprises) and conducting interviews (10 participants, who are part of the management team and human resources departments in small and medium enterprises).

The main objectives of the data collection analysis are:

- Identifying the needs of employees in terms of skills / competencies necessary to carry out professional activity in telework; - Identifying the level of digital skills of employees working in telework;

- Identifying the departments / sectors within the small and medium enterprises that can transfer their activity in permanent telework regime;

- Identifying telework opportunities for companies;

- Identifying the needs of employers in order to carry out professional activity in telework.

In order to facilitate the insertion of new graduates on the labor market and to ensure an easier human resource dynamic, the project partners will develop, at national level, a Labor market hub, meant to bring together the most important actors on the labor market: universities, large employers, employment agencies and recruitment agencies. The partnership leader will conceive the general status and the organizational framework of the Labor market hub, following that each partner will adapt this general framework to the national legal specifics. The labor market hub will meet during the project to evaluate intellectual products and test them. The hub will ensure the results readiness and will provide the critical evaluation of the results, helping the project partners to identify opportunities for improvement. Moreover, the hub will facilitate the understanding of the short-term and long-term impact of the project results and will facilitate the transferability of them to the labor market.  At least 3 meetings / project year will be held. The Labor market hub also ensures the sustainability of the project and will provide the consortium with the expertise and support necessary to develop policy recommendations.
